Hello
I bought a coin, a Lebanese 1 piastre zinc 1940 described as UNC by the seller.
When inspecting it once received , I noticed that the upper right side is a bit raised , I couldn't see any torn signs on it , that couldn't be seen in the seller pics
.What could make it like this? Is it an error or damage ?

That would be damage. Looks like it has been hit flattening the rim.
Ask for a refund as that will always be classed as a damaged coin.

Zinc is a quite soft metal, easily "squeezed" out of shape by being dropped or thrown onto a hard surface.

Quit a bit. The only way it could retain some of the value is if it was a high end coin.
The coin you have would be graded a Details coin with the damage.
Also it would be hard to resell if you ever wanted to as the value isn't that
high that someone could not purchase one that was Details free.
