No disrespect meant AngelMuse, but at this point I think we're trying to determine whether this is a proof or business strike. To help determine this, a full shot (no closeups) of the obverse and reverse with the coin out of the holder is beneficial. Shooting a picture through plastic with direct light skews the surfaces, making it tough to judge. If this is a MS coin, I'd say FBL..... but I'm 99% sure this is a proof.

I'm leaning towards a business strike and a nice one . Also I beg to differ , not all Proof Franklins exhibit FBL .I have seen some that weren't full .

Remove the coin from the 2x2 holder if it still in there, it prevents capturing details.
Also check out the coin photography section on tips about taking good coin pictures.

Yes AngelMuse, I did see your pictures of your proof, and am well aware of what a proof looks like . I mentioned posting full obverse and reverse pics outside the holder to help determine if it was a proof or not. Reason being, to answer your initial question, and again, if this is indeed a proof, FBL is irrelevant. I'm not trying to put down your coin by any means, simply trying to assist. Based on what I'm seeing, in the first set of pics, the devices display a frostiness you would see in a proof (a weak cameo perhaps). That, with the contrast to the fields, which to me, do not resemble that of a business strike, given the uniformity in which they reflect the light with no apparent cartwheel. They have a significant amount of haze, so they do not appear as mirrorlike as you would expect a proof to be. Your next photo outside the holder looks to show a reflection in the west field, Not something I would expect from a business strike.

Challenging to grade for all the reasons said. The eagle on the reverse is quite striking and elevated/detailed (high relief like). I would expect that to be flatter if circulated extensively since it is a high point that stands alone.
Not sure what to add without the coin in hand or other photos.
Stay well, Diy89Nurm7

How do you know it is not a proof? I agree with the others that think it looks like one.
