I was cleaning this baby up when I got to looking at the reverse, specifically between 9 and 10 o'clock where it looks like it's chipped. The ridges at supposed to be there though so in wondering if it might have been plated at some point and is mostly peeled off. What do you think?

That's a Retained Cud. The die was broken in that area and the section was loose.

Oh no kidding?! That thought crossed my mind, but it didn't look enough like the examples I've seen lately for me to commit to it.

I think you've found it! It's hard to see through the corrosion, but it matches on the right side as well.
