I could be wrong, but that looks like tape residue that an acetone soak would do wonders to. If it is an mint error, that would be a cool one at that.

Looks like tape residue or glue. Whatever it is, it appears to be on the coin rather than being part of the coin.

I agree as well. Try some acetone and see if it will remove.

No not tape. I looked again and I will go with it had something to do with glue maybe. It's PMD I think. Looks like there was adhesive involved. Up at united it caused carosion. Sorry all. Got a box of half dollars from the bank and just getting anxious I guess. Not finding much and getting alot of 1971 72 73's, no silver and a couple impaired proofs. Probably mine that got stolen.
