My opinion is a end of the die life. I do not thing so that this could happened on die production.

The floating roof and no initials is caused by overpolishing of the die.

Sunny83-
This looks like a good example of of a Floating Roof. It is fairly common on all
Lincoln Memorials so does not normally carry much of a premium.
