Hiya, your note (Pick#1) was actually first issued in 1955, but would have still been the circulating 5 Dong in the periods you mentioned, along side a dull-red note also depicting the farmer with buffalo. By the late 1960s, inflation in South Vietnam meant that the spending power of this note was quite low, and as such, it would have made a cheap little souvenir.
As for value today, the sentimental value will definitely exceed what you would get monetarily for it, as it only catalogs .10c in this condition.
