It is a French feudal issue. A double denier tournois from the Principality of Orange, date unreadable but should be 1640-43. The portrait is of Frederic-Henri de Nassau, prince of Orange.

Obverse inscription: FRED.HENR.D.G.PRIN.AV (Fredericus Henricus Dei Gratia Princeps Auraicus)
Reverse inscription: DOVBLE.TOVRNOIS.(year)

As for value, hard to tell. There are many varieties for the obverse inscription (could be PRI.AV, PRIN.AVR, etc) and I think yours is unusual. On the other hand, the coin is in rather bad shape, and for a more common inscription variety in this condition, at most a few dollars value. A specialized collector may be willing to pay a premium despite the condition.

If I'm reading this correctly, it's variety f1, which is only listed for 1640.

But I think the portrait looks more like 5th type, in which case it's variety d1 or d2, not listed on that page for any year.

Nice to see that it's not just Polish coins with so many listed varieties
