Possible doubling on reverse specifically,"A", and "S" on STATES.Any ideas what that is if anything?

Hello RedMP. This is Machine Doubling. Look how what looks like doubling cuts into the overall shape, figure and overall size of the device, being the A and S on your coin. It also produces a shelf like appearance on the flattened portions that appear to be doubling. This is not a doubled die.
