This coin could have been the end coin in the roll and the crimping jaws on the machine made contact with the coin as it rotated. The scratch is on the highest area, with the letters and digits too deep for the scratch to have damaged. If this had been regular relief devices, the scratch would (most likely) have been just on the tops of the letters and digits. Edited for clarity.
