Hi vimsww - where exactly are you seeing the doubling?

The 1982 20p is a really common coin - it was the first year of issue and had a mintage of over 740 million. I got one in change yesterday and another today - after 39 years it's still the most common 20p in circulation.

Absolutely normal to see this effect on coins minted in such vast quantities. Nothing to get excited about.
