I don't understand the Ike series and the enormous fluctuation of grading and monetary value , MS69 - MS70?

I have a dozen 1971S thru 1974S uncirculated coins in cellophane with a blue plastic token in a blue envelope. Dozens of 1971S thru 1974S Proof issues in a proof set-like plastic case in a fancy brown wood colored box with a gold seal on back.

I am not really sure what you are asking in regards to fluctuations

Any large size dollar tends not to survive in conditions above MS65 so anything 66+ is a conditional rarity- the coin may be common but the grade definitely is not. That applies to Morgans and Peace dollars as well as Ikes. MS69 grades are almost nonexistant and I don't think an Ike has ever graded MS70.

not sure either as to what you are asking but I will make a hit in the dark for you.
anyone , anyone , correct if I'm wrong.
in 1971,72,73,74 ike 40% silver proof, they are in a plastic case in a brown box with the gold seal.
in the same above years comes the uncirculated 40% silver ike, they arein the blue envelop in a cello pack.
in mint proof packs,1973,74,75,76,77,78 are all the coins minted that year along with ike. which is clad.unless you have the silver set in 1976.
and if I'm right all the plain mint sets are clad.
