It was definitely that way for a time, but it appears that Winnipeg has added some capabilities of late for (at least) specimen finish coins based on the "W" Maple Leaf coins for 2020 and 2021.

I believe all proof commemorative/collector coins are still coming from Ottawa exclusively.
