hmm... I'm no expert but IMHO, either Struck Through Grease or a counterfeit...

Is the 1982 2c rare in anyway?

This coin is not rare by any means. Uncirculated value just $2. It isn't counterfeit, why bother with such a low value coin, and it isn't a strike through, the metal seems to have 'flowed' in places.

I would say it has almost certainly been dipped in acid. That wavyness is typical of an acid dipped coin.

Because that would be far less profitable than that guy who counterfeited US nickels in the 40s?
It would take a lot longer to reach break-even on tooling/startup costs on a 2c than say a $1 or $2 coin.
