It looks like possibly a very small grease strike-through. I first thought die chip, but since those letters are incuse, the anomaly must also be incuse based on the lighting.

Funny how the eyes can play tricks with you. I see the letters in relief with a die chip even extending onto the raised U. Sometimes you can look at a date or lettering from a photo and see it as incuse when it is not. Picture of the entire coin would be helpful.
