Russian, I think?

It says Napoleon on it, male head with a beard, with some kind of bird on the back.

I see the Russian tools at the bottom near the eagle, and a B under the eagle.

Anyone know what this is?

Looks like a French coin to me, with Napoleon III on it (not "The" Napoleon).
Have you determined its weight, and see if the coin is magnetic?

It would be a no to the magnetic part. Not currently weighed it.

Yes, that is the mint mark indicating where the coin was made. From the Numista page, here are the mints and their abbreviations:

Mints
A Paris, France (864-date)
B Rouen, France

The reverse should say "CINQ CENTIMES" for 5 centimes or "DIX CENTIMES" for 10 centimes under the eagle. If this has worn off, you can tell which coin it is by size - a 5-centime piece is around the size of a British 2p coin, and a 10c coin is much larger, about the size of a pre-decimal penny. The 10c is most commonly found in the UK as they were passed off as pennies. (There are also smaller 1c and 2c coins but you don't come across them very often).

Here are both sides of a 10-centime piece (this has the single 'B' mintmark for Rouen):
