I would like to challenge the challenger, and say that depending on which Nation you are talking about, it could be all the way back to 1835 when the 'Highway Act' was enacted to make it a law which prohibits riding on footpaths. OR:
How about in 1896 when horseless vehicles were allowed to travel faster than walking pace. BUT
I believe Catman was referring to the double-nickel law which made liveing out here in Wyoming about as exciting as watching grass grow.

Just my oppinion.
