That's a good question. Don't know about this series but NGC started PL designations on some series before PCGS did, so could just be catch up.

@hokie, piggybacking off Jim, as I recall it was only last year (maybe 2019) when PCGS started adding PL to non silver dollars, since then a handful have gained the PL tag, but seemingly they are much stricter in giving it out in general than NGC.

Probably PL, but the coin has developed a strong patina, to the extent that it has obscured the appearance of what the PL-like fields may have appeared to be. I can understand why there is a huge difference between the PCGS and NGC pop reports, with a variable patina across a range of similar PL and non PL coins.
A few obvious dings on the portrait and a few light but obvious scuffs on the patina-ed fields.
MS62or3, PL or not PL, depending on how a probable buyer would see it.
In this case, pictures of the coin in slab don't help, so perhaps a TPGrader would see it higher, being hand held in the raw, at 10X under ideal lighting conditions.

Very nice coin hokiefan_82! Congrats! Proof-like classic commemorative coins are a true delicacy within the series and should always be appreciated!
I agree with what others have already posted, a big difference in the Pop numbers can be attributed to how long each service has been using the "Proof-like" designation.

You can see it here: 1937 Roanoke - MS-65 Proof-like. Note: The post is from 2018, so the PCGS information I presented is now out-of-date as PCGS currently uses a "PL" designation. Also, the NGC Pop Report figures I presented have likely increased.
