Certainly something going on there, but I don't think I/A. Possibly I over broken I?
ESC does not list any varieties for 1890. It does list "Inverted second I in Victoria" for 1888 and 1889, but describes them as Common.

I think a circulation hit has pushed the metal up and to both sides in an inverted "V" shape.

Split or Broken I over a smaller I. Marked where the serifs are .
prob picked the wrong size I initially . Nice find and an unlisted error
