All the scratches on the face and shoulder hold the grade down.
I don't think they were caused by circulation since the fields are quite clean.
I just think the coin is baggy.
I'm going with MS but 63 at best.

Those scratch's on the face hold it back to MS63 may go 64 for me.

My first thought was 66RD. Maybe 65RD with grouchy graders.
