Is this an error? If you look at the "THE UNITED STATES OF AMERICA" it looks to be double printed or something like that.(Not sure still new) I've looked closely to see if someone maybe wrote over it with a pen to make it look like this, but it's not bleed through the back of the bill. So, is it an error? If so, what would it be called?

This is a coin forum, have asked a mod to move to the currency forum.
Not sure what you are referring to, it looks like a regular dollar to me
unless there is something I don't see.

It looks to me that maybe to much ink was used for the "THE UNITED STATES OF AMERICA" hopefully this image is more clear.

I do see a bit of ink smear but not enough to warrant a premium,
especially with the condition the bill is in.

I see what you mean around the "United States of America" and the "Federal Reserve Note." Sort of looks like a slight over-inking and maybe blotting? I don't know that there is a premium or really a market for it, but it is somewhat interesting. I guess I'd look a bit more under high magnification to see if I could figure out what was going on there. Its only a dollar, so certainly not a big investment to keep it.

I would keep it then try to learn about it some more then identify what it is once I know. I do this with coins and I usually stumble on to the answer within 1-2 months on this forum.

The ink usually doesn't bleed like that. Even the "THIS NOTE IS..." looks over inked or something...

Curious, can you see tiny colored silk threads in the paper itself?
