Cutting Errors On Canada Bc-54A 1979 20 Dollars

I recently purchased this error note. It was sold as an off center print. Usually off center notes would have a part of the adjacent note visible but this one does not. However what is does have is extra paper.

Extra paper usually comes from fold over and cut.

The 3rd scan has the note overlayed with a correctly sized note.

Does anyone know why this note has extra paper without the fold over. I have seen a few of Canada BC-54a 1979 20 Dollars with misaligned printing. Was something different in printing process in 1979?
