It appears to have a Reverse Die Clash with the number 1 of the date it looks like it is coming through the Letter.S of the word States on reverse side and it looks like there is Doubling on reverse side..?
To me, the feature about S in states looks more like a die gouge, and as to the possible DDR, it could be, but it is more likely die deteriation doubling. Varietyvista.com website can show you the known DDR's for this, and you could see if yours is a match.
Im thinking they must have been struck from the same dies that had that gouge and die doubling until the die would be replaced and normal-struck coins after that.

I have several half SMS coins. you can tell the difference between Business, SMS, and proof strikes by the way they look.
