Came across a 1978 Washington quarter that, first off, sounds like a silver coin. I don't believe it is silver, it would weigh more I believe. Then I weighed it it only weighed 5.29g. That a bit over .4g underweight. Is that due to wear? Or possible different planchet? Anyone out there with more knowledge any info would be appreciated.

Seems to be just a slightly underweight planchet.

On a non-precious metal coin the weight is not that critical. It is only .2 out from the nominal desired weight and depending on the condition of the coin, it may be ok. Like OFM said it may have started out as an under weight planchet.
