I am no expert on currency errors, so I can't tell you much. However, until the next person chimes in, I can say that is an error. I forgot the technical name of it.
It looks like the ink from the front of the bill offset to the back of the bill. I see this a lot at work as I am a printer. Not sure what it is worth, but I have seen them go for quite a bit on ebay.
I think that is what they call a complete off set transfer. go to barnes and noble and a copy of the 2008 BlackBook of United States Currency it has all the errors and bills from the U.S. in it.
