I think the attribution is correct, but it's worth stating that I don't see any part of IVSTINIANVS, or the XIII that would seal the deal. The Vandals did produce pseudo-Imperial VOT coins in varying degrees of barbarity.

I found one in a CNG lot a while back - lots of extremely late Roman/ Early Byzantine nummi usually cough up some interesting stuff

It seems to be an unofficial issue because of the retrograde VOT on reverse. I have an example with VOT MVLT X in retrograde

for coins like this, I don't think you can say with certainty who struck them...I usually write them up something like "possibly an unofficial issue minted in Vandal territory"
