It shouldn't even be up for a vote. This coin is straight up damaged, bet the house on it. All the marks are incused and you can see all the displaced metal scraped and pushed up. If you understand the minting process, it's a no brainer.

If that random die you found with the X cancel were to strike any coins, the X would be raised.

But if you feel that certain about it, send it in. Everyone usually learn one lesson the hard way. This will be an expensive lesson.
