just curious if anyone knows of any banks in Seattle that offer a free coin counting service to ALL customers, with or with out an account to the bank.

The U.S. bank in Tacoma has a free machine if you are a member. Quite a few Columbia banks have them as well you also need to be a member, I have filled both places up to their ears in halves and they do not really appreciate it anymore. If it is occasional then they don't mind. Are you going to make the move to Seattle?
