I would say this is correctly a "Counterfeit copy" rather than an "Evasion" as the design is basically correct for a genuine halfpenny of that date, just made unofficially and light weight.
Value is always a guessing game for these. There are a large number of contemporary counterfeits out there - they say at the time of the new issue in 1797/1799 there were more counterfeits in circulation than genuine ones. The OP is nice being double-struck, but the design is fairly standard. Best place to sell such things is in the US, where the interest is much higher than in the UK. I would guess at £10 to £20 on ebay, but may go much better if 2 or more collectors take a fancy to it.
