I found this one in a fresh batch of rolls today. This is the second 2000 cent coin that has the identical die gouge as the I found about a month ago. First pic is the new one and the second is the one I posted earlier.

When and who determines when an error on a coin becomes a desirable collectable or a variety? I'm referring to something like the bugtail on the Canadian 1975 nickel or the extra water line on the 1964 nickel. Is it the rarity or the asthetics of the error?
