It has been toned. Can't say for sure if it was done artificially or naturally.
They are not rare but someone who collects toned coins might be interested
although not worth too much.

Please crop your photos in the future.

It has some nice colors going on, I would guess that this coin was part of an experiment.

Also, it weighs the same as a normal penny. But it does not sound the same when I drop other regular pennys on a table

It has nice colours, but is it "rare"? Most purist collectors will say no as officially it is considered a damaged coin. As mentioned by JimmyD above, it is unknown whether if the toning was done artificially or naturally, but in the end it doesn't really matter as it is altered from it's original state.
