well your photography skills need a little help. this doesn't even look close to coin from the original post. just goes to show you that grading from photos can be hit or miss

Most 1931-S Cents are discolored from sitting in bank bags for years before release. This one is no exception. The black spots could have occurred from someone breathing on the surface while looking at it through a loupe.

I don't think they can be removed.

The coin looks AU-58.

Wow, a 64! Must be the old TPG key date bump, I don't see that grade at all. If I was buying this coin from a dealer, I'd use Grey Sheet MS-60 as the negotiation point. The reverse corrosion is at the black terminal stage and cannot be removed without making the coin worse. The spots are very distracting IMO and in general, most collectors hate 'em.
