I see youve already asked around on a few other sites with no luck....Since this forum is a step above the others,maybe youll have some luck here!!....to me,it looks like an advertisement token for a hotel,with the address on the reverse

Well, Boulogne-sur-Mer is a city in northern France, on the shores of the English Channel. While Google Maps doesn't show a "Rue Siblequin" ("rue" meaning "street") in that city now, a regular Google search of the phrase shows there was indeed a street by that name there once; perhaps the street name was changed after the token was issued. Or perhaps it dates from before the war, and the town was so demolished that all the old streets were obliterated. I don't know; you'd have to ask a local.
