It is raised of the surface as if something was spilled on it.
I see no sign of a lamination.
Try soaking it in acetone for 24 hrs. and see if it comes off.

Looks like the Zinc Plating Material layered on the head! This came out of a roll of 1943's!

Lam seems unlikely. Acetone soak is a good idea.
