Just got this back from NGC.
I had to send this coin back to the RCM four times before I got one with no damage. Looks like it paid off on the fifth coin because it graded PF 70 Ultra Cameo.
There are only 3 of these in a 70 at NGC and none to my latest knowledge at PCGS.

Do they accept free returns or do you have to pay shipping every time? Very nice coin! It made me laugh a little because the lighting in the photo makes it look like she is growing a mustach on the reverse:p

The RCM will pay for shipping returns when you send back a coin.

I could be wrong, but I see more modern Canadian NCLT in NGC holders than in PCGS. On the other hand, older classic decimal coins I see more often in PCGS than NGC. As for proofs, I find NGC will give more 70s on average than PCGS, although I have certainly come across a number of PGGS graded 70s that should have got a 69.

This. And, it is immensely frustrating when you send a perfect coin to PCGS and it comes back graded 69...

Thanks for the info. Didn't know that we can return the coin and ask for a new one if there is defect.
