My opinion Is some one put some kind of polish or clear coat but Unsure. it's got a bumpy look but shiny and smooth looked at some pics of others the same year It still looks off but wanted to ask I don't think it's normal but not an expert.

What you got there is plating bubbles from the copper not sticking too well to the zinc, and this will eventually lead to a phenomenon called zinc rot which happens all the time on post 1982 Lincoln cents. It also has some circulation wear imparting that interesting look that you call polish or clear coat, and is actually some of the original luster remaining.

as for the "shinny and smooth look" to me it looks like a dirty coin where the dirt on the high surfaces have been buffed away by circulation wear.

Thank you just going through pocket change and it looks like it should feel rough in texture of some sort but completely smooth and slick Like nothing

Looks more like zinc dust trapped between the copper plating and the zinc core to me.
