Slightly overweight, possibly from a thick planchet.

The only time that they care about tolerances is good coins. Slightly overweight is not hard to find.

That is a good question. I don't think there is an answer to that question on clad coins. The Mint is much more cautious with coin tolerances when it comes to precious metals (silver, Gold, Platinum etc.
But If you were to find a clad coin that weighs twice than it should, then I would keep it.
