was searching penny rolls today and as this one passed through my fingers I immediately felt the difference in weight what are your thoughts?

Thought it might have been struck on a Fiji one cent planchet, as the weight is right, but the diameter should be much smaller (17.5 mm vs 19.05 mm).

Is the diameter noticeably smaller than a regular 1994 penny? Can you measure it?

If not, then maybe a rolled thin planchet?

Well the diameter is smaller as you can see in the pic where I have another 1994 on top of it. The difference in diameter looks about right from the pic. I'm now in bed watching tv so I can measure it tomorrow
