I'm guessing Partial Tilted collar but is there any chance of broadstrike here? I'd love your opinions. Thank You!

Well not a broad strike. As for tilted collar, WE need 3 more pictures.
1. Full coin - Obverse
2. Full coin - Reverse
3. A picture of the edge nearest the suspected tilted collar area.

Without seeing the entire coin it is hard to accurately tell what is going on.
It could just be an off center strike, maybe a MAD

I agree not a broadstrike but can't say for sure what it is from partial photos.

To me it looks like that coin was in a bezel at one time. Seeing how the coin got squished from both sides.

Welcome to CCF. I agree with John1. Those always cut into the area between the rim and devices. You can see that the L is distorted.
