2021-W Burnished Silver Eagle Mint Error?

I bought a coin sight unseen based on the PCGS grade and when it arrived it appears to have a small area with a hole/dimple!?

Is this a Mint error? Was this coin even properly graded?

The issue is not on the holder.

Just curious on everyone's thoughts...

I don't consider the small void a mint error. It could have been on the planchet or could have stuck to the die.
I consider these to be indicative of the quality the mint is producing of high levels of silver coins and working in a covid environment.
Most pf69 or ms69 modern coins are going to have small blemishes. Yours is in a highly visual area.
