Is-This-A-MS-1960-Quarter-With-The-Type-B-Reverse?
The coin is in a PCGS MS 65 holder with number 31577539 and the reverse looks like the design used for proofs to me. Is it a proof or the more valuable MS with type b reverse?

your pictures are not clear enough to tell.

either get a close up of the quarter or take better pictures.

also, when posting, no one likes to look at a coin upside down.

It does appear to be a Type B reverse because I can see the leaf connecting the A of DOLLAR is strong and the tail feathers also appear to be strong. Close ups or better quality pictures would tell us more.

Can you post a clear close up of the ES of STATES and the left side of arrows?

Seem to be an type II. The type 2 use on reverse retired proof dies, so the reverse look like a proof. this it is the story of the type 2.

I have the all four coins for 1960, but from your protos (hard to take in slabs) is hard for me to compare. NGC and PCGS give a price of around 40$. What it is on e-bay is other story.

Sorry, but without better photos, is is pretty hard to say for sure what you have. We need to be able to see the detail clearly.
Do you not have a macro lens on your camera?
