1965 Dime Die Clash Or Planchet Error ? Proof ?

Sorry for the quality of the pictures but the dime is in Mint package plastic didn't want to take it out .
1 Is it proof or are they all like this ? Cameo is frosted.
2 Is this a die clash or planchet error or ? Both sides have damage . Reverse has a u shape in front of Eye . Obverse is below the date .

tough call with the images....looks like freshly polished PL dies.....the marks by the date look like "bag marks" from rim of another coin...could be a strike thru between the G and R.....like I said.....tough with the images.

If I take it out of the mint plastic package does it lessen the value ?

At best a minor die clash, worth a very small premium if you can find a buyer, dealers at shows has boxes of these minor stuff that rarely sells

This coin is PL, it has no die clashes..you are seeing a minor strike through thread on the obverse which is super common. On the reverse you're seeing a mix of damage to the surface and impressions from the coin in the plastic which is tricking your eye...cut it out then take a look, the coin is only worth a couple dollars and will not lose any value if you cut it out.
