Looking this coin up the side shows the 2s are all facing upright. Here they are not. Is it an error?

I've checked the specimen in my collection and it looks identical to yours. The milling and the incuse '2's' are added to the blanks before they go into the presses to be stamped by the obverse and reverse dies. As the way a particular blank falls between the dies is completely random, the completed coin will always have alternate 'right way up' and 'upside down' figure 2's.
