I have come across coins that look as though the minting process is not completed. Here is a coin that has a dull finish on both side, however, I also have one that is dull on one side and normal on the other side. Can you explain what has happened?

Environmental exposure/damage. You cannot compare what happens on one coin with another as each coin may have had different elemental exposure. "Exposure" could be a chemical wash or just subject to a different airborne environment and/or handled differently.

When you see those dull color like this it is only an environment chemical reaction. The dull color differ from state to state and country to country.
