The coin does have damage on the 4 but I can't tell if the 3 is doubled or damaged. Any ideas?

to CCF, have you checked coppercoins.com for other diagnostic marks?

I checked out coppercoins.com before I posted here but I didn't see anything that looked like the coin I have. Also checked out the Cherrypicker's guide but nothing there either.

I would suspect damage to the 3 as well as the 4 and 9 as if all were hit post mint.

It's post mint damage. The metal was moved around giving the date this appearance.
