I think this penny is struck on a dime planchette. It weighs 3.1 g. And it is not shiny but a dull silver. Almost looks like pewter.

Possibly of a Greaser, and definitely plated. High schools did such science experiments. Just post mint damage, not a wrong planchet, just damage.

and I agree,not an error or variety. It is PMD.If it was on a dime planchet it would weigh less. 2.5 grams if it was a dime planchet.

I thought about it being plated as well but the weight threw me off.. it should weigh 3.11 but it only weights 3.1 well within the margin, however wouldn't plating it make it weigh more than it should not less?

The OP only weighed his coin to one decimal point instead of two. It could weigh 3.12 or 3.13 plus there is a +- variation of 1.9g so it is well within spec.

Agree, well within tolerance even if plated, which seems likely.

Here is my not so very rare plated penny. This belonged to my father. These always pop up as "silver pennies" or "on the wrong planchet."
