1980-D SBA Dollar DDR?

Hello! I'm having trouble attributing this coin as having a DDR and am asking for help. I've looked at coop's thread about this and I just don't get it. I understand flat shelf like.. I also understand splits.. but I see both on this coin... I see a difference in doubling on "ONE DOLLAR" (notching?)with doubling on "U.S.A." (flat).
