Spotted this one on the bay and the 8 doesn't look right to me. Could this be an altered 3?

The 1923s are commonly mixed up with the 1928s. In this situation, I would kindly message the seller and point out their mistake. Almost all of the time, they are extremely thankful that I messaged them.

Good catch. I'm not convinced that the date was altered - just as likely that the seller simply mistook the 3 for an 8. Message them and let them know, they'll likely appreciate the heads up especially since there are 15 bids on the coin.

Well I followed the advise given here to give the seller the benefit of the doubt. I notified them that this listing is not correct. Seems they are choosing to ignore my message as the item is still listed and continues to acquire more bids. Someone is going to be disappointed when the realize what they bid on.

Going by the lighting of the image, a tiny white glare dot to the bottom left of the upper loop leads me to believe it's a 1923. The darkening in between the two loops comes off as an illusion leaving one to think it's an 8. I'd pass, or at least be guaranteed a return. Just my opinion.
