I recently received an 1853 rays Seated quarter. The coin is about G-4 and looks totally original, but there's a faint blush haze surrounding some areas. It doesn't look like slime, but could this be the beginning of PVC damage? If so, then I'll have to pick up some acetone and look up how to rinse coins without damaging them.

Bluish? Probably toning, and acetone won't touch it. That's a good thing. Acetone does not react with silver, so using acetone on a silver coin safely is only about using the chemical safely, and not scratching the coin on the way in and out.
