I thought it seemed polished. Here's one from the same seller, sorry to put two coins in same thread. This one seems more polished, IMO.

At the scale shown I think(?) I'm seeing a die crack going through "OF A", the dipping down into the motto. I'd like to see a large and sharp image of that area.

I'd be suspect of a chemical cleaning on this one. Majority of this sellers examples have altered surfaces is one way or another.
Significant die polishing surrounding EPU has left EPU weakened along with the visible die polishing lines. Looks like a hit to me in A of AMERICA as well as E PLU.
The 23 has really been messed with. Would be a pass for me, on both.
