1964-P PL First Strikes Of The Die, How You Call This Under 4?

Hi, This it is no doubt one of the first strikes of this die. this was already proven. My question it is How we call what is happened between 4 in the date and the Rim? The grading company call me about if I want to be certify and what is my call on.

To give more information's: 1964P PL Type B they say between 68 and 70.
